Try looking at the Freestyle range of cycle-specific rainwear. I've had my
(Goretex) jacket for several years and it has been very good. Also an
excellent wind-block.

I prefer a cape. I have a bloody good dark green Carradice waxed cotton
cape with hood. Except for not being a jacket, it seems to agree with your
specification.
