Living in a city of bureaucrats, all I see in the Codex is the usual non-stop efforts of the 'people-who-say-no' to gain power over others. We 'people-who-say-yes' have to continue to resist them as long as we want to live. There don't have to be any grasping 'gnomes of Zurich' of the vitamin industry involved - bureaucrats are completely capable of doing this sort of thing on their own, for their own reasons.
The two standard ways of resisting them are politics and the courts. Usually, politics is less expensive, but in Europe it may not be.
