What is best way to remove a hub from a wheel, cutting spokes or detensioning each spoke? Also, can I re-use a wheel to make a new one?

Cutting can be tough and dangerous, but if you are going to throw out the spokes and nipples anyway,.... it is the fastest. Spokes under tension can shoot out like arrows when cut.
You can re-use a rim, a hub, or even the spokes. We don't know why you are changing, so it is impossible to know what really is usable.
