Note that L'Equipe is very cautious in its comment.
The article has been written by the same journalist (Damien RESSIOT, an
expert in doping, very well acquainted to the people involved in drug
testing) who found about Armstrong case, but there is a very strong contrast
in the 2 articles he wrote.
The journalist was very affirmative in Lance's case ("Lance lied", "Lance
took EPO"...).
In Thorpe's caes, he just reports a few facts about testosterone levels,
FINA, ASADA and the CAS, but never says: "Thorpe took drugs".
At this point, I (and probably the journalist) would certainly not consider
that Thorpe doped, but just that there is is light suspicion, and that the
case will probably go nowhere.
