Oh you're one of those people who believe you're supposed to wipe your ass until spotless? (you're not the only person to have that incorrect assumption, my wife thinks the same thing).
When wiping, you don't have to keep at it until the toilet paper comes away clean! Once a "dry-brush" effect is achieved that's sufficient.
Underwear (you do wear underwear don't you?) acts as a strainer, allowing the small pieces (and any liquids) to pass through, but catching the larger pieces (the big pieces would just get stuck in your pant leg anyway).
This is the main reason almost all pants aren't "cuffed" (though some sweat pants do have elastic cuffs). Even when the pieces are filtered in the underwear trap, you still need a sufficiently loose pant leg opening to allow "drainage".
