I finally found the answer to my own question, at the following

"Tech: 4 holes need to be drilled in sissy bar to mount shocks. 2 are
1/2" from the bottom of the bar and 2 are 7 1/4" from the bottom of the
bar. Drill them just big enough to hold the pins lightly."
After that you slide the top cap onto the bar, then insert the first
pin. Then a nylon washer, then a spring, and another nylon washer. Then
slide the shock tube over the spring, so that the sissy bar sticks out
the bottom of the shock tube. Then add the bottom cap, the metal
washer, and the final pin.
