I am a little confused about running 2 times per day. I would like to
know if occasionally running 2 times a day (say 1x per week) is better
than the same running, without those extra second runs.

With your minimal running miles, running twice a day may be too much. I
would suggest you try to extend on of the runs a bit more if time
allows and stay within a single run. Most people running twice have a
significant base to offset the stress.

The reason for my question is that my free time is spotty due to
personal reasons, so that on some days I could run twice, and on some,
    not at all.

I used to get up at 4am, run at 5 to 6 while the family was asleep. If
your alone and caring for someone that can't be left alone then I see
    your dilemma.

Also, what about running in the evening. I suppose that running before
bedtime is not helpful to falling asleep, is that correct?

You will have to try it. For some folks it helps them fall asleep while
others are stimulated and it takes a little more time to unwind but both
sleep well. Those times I run at night a nice cold, carbo loaded beer,
    rocks me to sleep.
