    And the answer is: 17min59secs

    German Speeders: 36hr:17min:47s
    Team NZUNI 36hr:35min:46s

Drafting may have closed the gaps a bit more, but it was hard to
maintain a peleton for more than 20-30km due to rider transitions
breaking the rhythm of the riders. There were also a limited number of
teams so peleton sizes were fairly small- usually at most 6-8riders at
the start of a stage, blatting along at 25-30km/hr.

It is worth noting that one of the German Speeders was significantly
injured on Day 1; he could barely walk on Day 2. They probably would
have won by more if he'd been healthy.

There were a few cases of useful drafting, but as Ken said, rider
transitions, combined with disparate rider strength, made real peletons
    difficult to form.
