Yes, that's exactly what I mean. Anywhere but Cambridgeshire [1], I expect the average speed to be less than the range of cruising speeds. For example I commute at a cruising speed of around 21mph; this produces an average speed of 17mph, because although I can sustain 21mph on the flat easily [2] my average speed is reduced by hills.
So "cruising 18-20, average 19" doesn't make any sense.
