Panniers are nice, they keep the load lower than a rack pack/trunk. As a few
people said, any Ortlieb product will be completely waterproof, and last a
long, long time.
I use a saddle bag, the Carradice and Rivendell Baggins bags are really nice
if your saddle has loops to hang a bag from. Check out
www.peterwhitecycles.com or www.rivendellbicycles.com for these bags.
Wallingford Bicycle Parts (www.wallbike.com) sells a good adaptor if your
saddle doesn't have bag loops. There are other seat bags available in LBS's
or from the big catalogs that will attach to a saddle w/o bag loops, and
that cost less than the Rivendell or Carradice bags.
A messenger bag (Patagonia Critical Mass, etc.) is nice because you just get
off the bike, lock up, and take the bag with you instead of having to
load/unload a seat bag at either end of your commute. Depending on what kind
of neighborhood you park your bike in, it might not be a good idea to leave
a rack pack or any other bag attached to your bike while the bike is
unattended.
