Goretex has changed over the years, as has the advice for reproofing it.
A recent jacket will probably be okay with a wash in treatment, but
ask the manufacturer if you want to be sure.

Doesn't really matter. A cool iron will help reactivate a DWR
treatment, though note that a DWR treatment is not the same as "complete
waterproofing".

Washing it with detergent will make it leak. You should wash it in a
pure soap and re-proof washing in Nikwax TX10.

So send it back again, if you're really sure it's leaking. But note
that all jackets will let in water through the necks, cuff and hem, and
are unlikely to dissipate sweat as fast as it's made, so often a jacket
appears to be leaking which has completely waterproof fabric and seams.
See if a small pool of static water will penetrate the fabric over a
few hours where you suspect it's leaking.
