I am thinking about running a 1/2 in East Moline, IL on Sep 26.
Should I expect portapotties to be along the way? (i had some rather serious runners trots recently).
Very few have PPs along the course, plan for none. Maybe something to do with your eating habits? If your doing LC it means more fat and protein. Maybe your bowels don't like the grease.

Should I buy some sort of a "hydration pack", or will plain water be available on the way?
There should at least be water and hopefully a sport drink. If you want to stay true to your LC then stay with the water.

Depends on the race. Some races are one way but the vast majority return you to the start. Way to much of a hassle to provide transportation back and if they don't, not many will sign up to run.

If the race is point to point most races will offer a shuttle from the finish area to the start area. This is far easier than the other way around (from the RD perspective). The race information should tell you this. (My guess is that if you had more glucose going to the brain, you would realize these things--sorry just cannot resist that).
