I don't know what you received for twenty dollars at your LBS so I don't
know what functionality you have. I have the commuter pannier from Jannd
Mountaineering ($86.95 US). It is excellent and I don't know how it could
be made better for my purposes. Bomber construction. Three compartments -
the biggest expands with a zipper. Excellent mounting system, easy on, easy
off . I don't unload my pannier at the bike and instead carry it with me so
this feature is important. Fairly waterproof as supplied but absolutely
waterproof with the optional rain cover. I am expecting it to last through
years of daily commuting.
