Really...? I live in New Hampshire, and here it is sold in every hardware store I have ever seen, and many gas stations as well.
I guess it's the difference between cold weather areas and not so cold weather areas (with air quality controls in place).
I've never seen it sold in a gas station and have only known one hardware store that sold it. That store has been out of business for at least 20 years and I stopped buring wood a long time ago. Moot point.
