I was in the UK and Scotland last year. ALL were very friendly, all had a universal dislike of Tony Blair and GWB(none I talked to disliked 'Americans', just our leaders.). All were very well versed in US politics and all were amazed Arnold got elected as CA governor.

What they think of the US government is largely what they've been taught to think about the US government. Plus I have to admit what the French think of the US government isn't an issue that keeps me up at night. I'll bet the average American's opinion of the French government isn't any better.
