Looks to me this might be a bit paradoxal conclusion you're making here.

last par of 10.3.1:
"Riders may only test once per day. Exception may be made for
individuals who do not have access to a tester."
Is that:
- Riders may only being tested once per level per day. (?)
Or:
- Riders may only do one test per day. (?)
My guess is the 1st option.
