    Hi Jeff,

    You may end up bluing the chrome and/or getting burned.

    I would be using a small diameter drill and drill the hell out of it
    keeping towards the spindle side where it will probably do little or no
    damage to the hardened steel. Then use a pin punch to knock the remains out.

    If the crank is steel, the torch is probably safe to use, but I
    suspect that your problem lies in an area it can't address; the flat
    of the shaft has likely bitten into and deformed the pin so that there
    is now a shoulder on the pin which is keeping it from moving in either
    direction. If the crank is aluminum, which I doubt, you're going to
    have a hard time getting the pin's remains to give up their grip
    without damaging the crank. If the crank is steel, I would be very
    tempted to try using a gear puller at this point, assuming that the
    pin has been drilled paper-thin.
