How are they measuring the helmet uptake rate? Do they survey
cyclists and ask, or are there helmet counters with clipboards
stationed on the side of roads ticking boxes? Or do they base it on
relative sales figures of helmets and bikes (yes, that'd not be very
accurate. I know)
What I'm getting at is whether it'd be possible to wear a helmet (for
whatever reason) but not have it show up in the "vote for compulsion"
stats. And if anyone without a helmet sees one of these clipboard
chaps, should they ride around the block and go past him again wearing
a false moustache?
