In a road race you pay for the privilege of tossing your cup on the
ground. It is the responsibility of the those working the water stop to
police the area when the race is over. This is NOT polluting. It is not
acceptable to carry the cup a 1/2 mile and then toss it where there are
no race people. You drink and/or dump it on your head trying not to
lose stride and toss the cup to the side.
When you see trash on trails, etc. non race environment, you are very
correct. Those people should be spanked with a high voltage probe in a
tender spot. 😉

Some races do that and it will catch some of the cups but not all. It
depends on the experience of the people working the water stop and the
RD in giving out instructions. In a very dense race you would create a
dangerous funnel, if the water stop is not already a potential funnel,
and do more harm with forced trash cans.
