There have been times when, in the middle of the night, I have driven up to a red light at an intersection in the middle of the desert, with a car sitting there, waiting, waiting, waiting, for the light to turn green. Not another car for miles in any direction. But there he waits, like a dutiful sheep, for the light to change. Well, that's his business, who cares?

It would appear that you don't really know what _autonomic_ means. The poster's usage was correct. He wishes that more people obeyed traffic laws as an automatic reflex and without thinking about it.
