There have been times when, in the middle of the night, I have driven up to
a red light at an intersection in the middle of the desert, with a car
sitting there, waiting, waiting, waiting, for the light to turn green. Not
another car for miles in any direction. But there he waits, like a dutiful
sheep, for the light to change. Well, that's his business, who cares?

    [snip]

There have been times, when I've encountered such a situation (tho
not in the desert), where I've muttered "Screw this!" and run the
damn light. But I don't do that often. You see, years and years
ago, early one morning in N.J., I came up to such a light. Stopped.
Waited. Waited. Waited. Not another car appeared from any
direction. "Hmmm..." Looked around carefully. Saw nothing. But
over to my left, on the other side of the street, was a
heavily-foliaged driveway entrance. "Hmmm...". Backed up a bit,
turned left into it. Sure enough: There was a cop sitting *way* back
in there--completely invisible back there in the foliage, in the
dark. "Is that traffic signal broken, officer?," I asked. "No," he
replied, "just drive over the trigger strip again." You know damn
well he'd have ticketed me if I'd run the damn thing.

While he hits his button to change the light, but pretends there's a
    "trigger strip" controlling it instead.

The trick would be to wait 3 minutes at it, then run it. The
(documented) 3 minute wait would clearly prove it's malfunctioning
    (according to state law, typically).
