Looking to fix an older, vintage alloy weinmann rim that is
    flat spotted.

Years ago I remember a tool that clamped on the rim and worked like
a gear puller to pull the flat section out. Are these still in use ?
Any other tricks in use ?

There was one that sold on ebay about 3 weeks ago. A pro bike shop
will have a "wire pulling" device that let you put the rim in a clamp
and pull out a section of a dimpled rim. These are also useful for
fixing bent steel framesets, I believe its the same tool used.
