Is there some type of small (black-?) elastic sock you can put over the top clamp edge to divert water from collecting on top of rubber bracket edges?
I know most of you have newer bikes after Nixon was impeached, but this is an advanced bike audience and was hoping some creative ideas may be shared. Brazing stops, even if powder coat later, is not an option since want to keep tubes oem as designed.
This problem had to have come up in the last 36 years, and had a reasonable alternative for the best brackets available.

You could run a bead of silicone aquarium sealant around the top edge. It is clear and the color of the paint will show through.
I don't know that it would /damage/ the paint. I'd bet not but you might test in a small hidden area to be certain I guess.....
As far as what happens when you want to remove the clamp: rubbing alcohol or mineral spirits can dissolve the silicone, to get off what you cannot easily scrape off. ~

Where's a hidden area of paint, lol? I use silicone for everything but have never put up to painted surface. Silicone has petroleum derivatives so it may be like spilling mild gas or oil on your paint.
If I can seal it against metal or rubber, like a gasket, held by the mechanical clamp force it may be a real 'tidy' solution. The tie wrap / tube interface is my fail-safe method but I appreciate the idea. I'll have to think on that some.
