The short answer is, "Yes, because it affects insulin release."
The long answer is a lot more complicated. Let it suffice to say that
high GI carbs immediately before workouts and for a brief period
thereafter are a good idea. The rest of the time, not so much.
Be careful what you read in "some articles." Many are full of [censored]
because they are grossly oversimplified and fail to look at the
overall nutrition picture. Looking at any macronutrient factor in
isolation is a mistake.
