    I wouldn't plant myself on a stranger's wheel without asking first. If
    you want to force him past have a good look over your shoulder to make
    sure there's nothing coming, then move quickly about 2 yards to the
    right and brake gently. As he comes through on the left you can then
    latch on to his wheel if you feel so inclined.

    If you want to do it less acrobatically simply stop pedalling until he
    overtakes you even if it means coasting to a complete stop.
