Super Glue (Cyanocrylate or something like that) on the cords will
protect them just fine. Also patches cuts and nicks in the tire
tread. For an inside tire boot the plastic ones sold by Park work for
6-9 months. They are a piece of plastic with glue on one side. After
6-9 months they start to crumble and get sharp edges and slinters.
And puncture the tube.
