    Interesting point. I made the letter polite on purpose as I intend
    following this up as far as I can. I do not want to give them reason to
    throw my query out on the grounds that it is from Mr Grumpy.

    Very sensible.

    There is a reasonable chance that your letter might provoke some
    action. Not necessarily remedial action on the cycle lanes in
    question, but it might be raised when future facilities are being
    planned. At the very least, it might lead to an employee getting a
    severe bollocking for designing them.

    Only when the first letter fails is it worth resorting to bile and
    vitriol!
