Sorry to post this here, but the racing group seems to be dead.
If I obtain a racing license from the USCF, am I automatically assigned as a Cat 5/4 rider? Or must I do twelve races to earn a Cat 5? Do the 12 races have to be within a certain time frame?

You would be automatically asigned to Cat 5. You can upgrade to Cat 4 after you've gained some experience and meet the USCF guidelines for upgrading. AFAIK there is no deadline for accumulating racing experience.
Welcome to the sport! Save yourself some time, join a racing club that has a beginner's program and offers some classes or training in how to ride in a pack and other such skills. The road rash you prevent may be your own!
