What is the best technique to do these?
Start off at a moderate tempo and slowly increase or what?
I have a race on a race track and it goes on for a duration for 30 minutes. So any advice would be very much appreciated!!!

I would do this by using a few training sessions to determine how to pace myself for the 1/2 hour so that when I am done, I have used every ounce of energy I could give. The thing you have to be concerned about is finishing early, or finishing and realizing you could have ridden harder.

I'm guessing that this is some sort of criterium?
If it is indeed a mass start event then you can throw pacing out the window. Just try to hang with the lead group until you get dropped, and if you don't get dropped, wait till the end and go for the sprint.
The only types of events where you would need to worry about pacing are time trials. Time trial pacing is pretty complex, but basically you start out hard and finish really hard. An ideal heart rate graph for a time trial would be pretty flat, but gradually sloping upward.
