Would a non-indexed durace TT gear shifter (that which sits on the end of a tribar) work reasonably well with a campagnolo 9 speed back end ?

With a non-indexed shifter it should be cool because you'll control the amount of cable pull, assuming you have enough pull to handle the entire range.

Yes. Friction shifting works fine for mixing different brands of shifters/derailleurs/cassettes.
