As far as I know, one must be in possession of an annual junior license to race as a junior. Non licensed riders can purchase a one day license which allows one to enter races open to men’s category 5 (or women's cat 4).

To participate in Bikes racing events, you need to license. As you have no license you can purchase a license for one day.

It also depends on what your racing age is, right now my age is 17 but my usac racing age is 18. But regardless you will have to buy a one day pass or an annual license.
