What to lubricate pulley wheels with? Grease? 3-in-1? Rainwater?
My usual practice is to use grease, because it will stay in place. But perhaps a squirt of oil when doing the chain would be better?

Grease. Disassemble and clean the cage every thousand miles or so - more frequently if the bike is used in dirty conditions - and use grease.
