I have been having problems with my PowerTap not recording HR consistently for some time now. As long as I am indoors on the trainer, everything works great and the HR is recorded perfectly. However, it seems to have problems acquiring data from the HR monitor when the speed gets up on the road or the wind gets hard. I've never had this problem with my Polar or Garmin HR monitors. I have changed the batteries in the strap. I am not getting drops in Power or Cadence, just HR. On a three hour ride, I may get 30 minutes of scattered HR data.
Does anyone have any advice on how I might fix this?
I would get this with my Polar with a high wind force, natural or from forward motion of the bike would get under the strap and it would some how cause it to flutter. If I held the strap tight to my chest it would read properly.
Give it a shot. Tighter strap may help.

When it's cool (less sweating) or downhill ( sweat gets evaporated quickly) I get a lot of drops in heart rate. There are some gels and just plain skin cremes that can alleviate this problem somewhat. Depending upon the shape and size of your chest, tightening the strap beyond a certain point may increase the number of drops. Of course there is a maximum size, beyond which one has the strap slipping down your chest. If you have a battery tester, check the battery you put in the strap or put it in your mouth for a rough gauge of the life left - if one lets it sit wet, I think that shortens the life of the battery.
I add a dab of liquid soap to the strap, smear it around and away I go. The PowerTap HR reading is less than reliable compared to a Polar but it does me, especially as I only really look at the power numbers. HR is nice but not essential.
