When I went out yesterday the PT transmission icon was on, yet after a few seconds of displaying 0 watts, it switched to reading "off." Does this mean my batteries are dead in the hub? When I turn the cpu on now that it's off the bike, it still is stuck with the display reading "off."

It could be your pickup placement or pickup cabling. The transmission icon times out after a few seconds of wheel inactivity. It could also be the batteries in your rear hub as you suggest. I would expect the transmission icon to be inactive with the computer removed from the bike since it clearly isn't sensing a rotating wheel. I don't have mine in front of me to check its off the bike behaviour, but that sounds normal.
