At a wild guess I'd say that article was hyphenated that way so that
the dead trees version would fit nicely into its column. It seems that
transferring it onto the web page has altered its margins but they
haven't bothered to take the extra hyphens out.--

of their `design' team cannot separate intention from appearance and puts the
effing hyphens into the document rather than into its rendering.
