If you have the WearLink chest strap with the removable battery cover, that is user-replacable. The battery in the older sealed straps can't be replaced.
Almost any watch vendor can replace the watch battery, but doing so voids the warranty. I learned from experience that things can go wrong - my 610i went crazy about 6mo after a battery change at a jewlrey shop and Polar refused to repair it under warranty, as they said tamper-evident seals indicated the case was opened, voiding the warranty. It was then just scrap.
Polar says they clean the case and replace the battery and seals correctly, but that the average watch shop will not seal the case properly, such that water/sweat will get in and destroy the unit.
So unless you want to risk it, send it back to Polar.

some times it worth checking with polar if they have a local watchmaker that has been authorised to do battery replacements in the watches. I know that we have one in Canberra, even though the Polar distributer is in Adelaide.
