With a 10" or 12" bike for a 2 year old, is it better to get the puncture proof maintenance free solid tires or get the smoother riding pneumatic tire so as to avert a transition later to pneumatics?

Pneumatic, as the rolling resistance is much lower. Use
tuffy tape if you're that bothered about punctures.
