I have a Peugeot Crazy Horse mountain bike. I think it is a 15 speed, not sure. Is this a good bike to start cycling with or would I be better off selling it (if I can find out what it's worth) and get a new road bike?

Peugeot aren't really famous for their mountain bikes. I sold a Peugeot Montangue MTB a while ago, went for a similar price as the other 2nd hand department store bikes that were on the auction site.
Sell it and buy a road bike. 15 speed doesn't give you enough gears to suit your cadence. If money is an obstacle, buy a second hand one from 20 years ago.
