Actually, same should be for any public path, but you know, got to start somewhere.
actually I was wondering if they were just stray dogs.... probably following the smell of food, or else people letting the dogs go deliberatly.... probably not, but would not surprise me.

People in Europe have a different attitude to dogs than we. e.g. in Holland you see people taking dogs everywhere, including into multi-storey department stores. They have doggie-toilets in the shops. Dogs are trained to stay near and to follow their owners unrestrained. Few people have their dogs on a leash when walking them. The dog/s probably got confused with all the people and the noise. OTOH, the owners should have realised that might happen and looked after their animals better.
