Because they're not on Pro teams.

The correct question is what is preventing Papp et. al. from riding for pro
teams.

JP had to race the AM event cause he is officially off CCC Hoop Polsat
since he quit after they did not pay him.

Anyway, he said he is doing the 125k crit thing, he has been riding in
some races for Colavita, others for Toby Stantons Hot Tubes team, and
others yet for the Wheelworks/Frutta whatever team.

Funny thing is he is taking the summer easy to focus on cross and is
racing only as part of his training regime to get sharp for cross. He
took most of the spring off, so he is alot fresher then alot of guys
who have been racing all year, but he is still pretty psyched as he is
alot stronger this year then last year even.

Cross should be fun this season
