  1. I'm sure this question has been asked before but here it is again is there
any difference between swim paddles and the neoprene gloves?

    thanks in advance

Paddles in my opinion are better than gloves because paddles aren't as
bulky as gloves and they don't cause as much drag because there is a
point in everyone's stroke where their hands are working against them
and the cloth makes that more evident. Also, if you wear paddles a
certain way, they can actually help to correct your stroke.

I use old flat paddles with only the minimum rubber over my middle finger,
that way if your stroke is off, the paddle falls off.
Gloves would be better than nothing in a public pool where there might be a
    no paddles policy.
Either way, I'd only use them for near maximal efforts to aid with
    streamlining, but that's another post....

You might find it productive to go to google, click on groups, and then
search on "paddles" and "gloves" in the archives of rec.sport.swimming.
I find it a little insensitive when people suggest searching the
archives, but things are not too active hear right now and there have
been lively debates on this topic in the past which you might find
    helpful or entertaining.
