Prompted by Guy's plugging, in a couple of threads recently, of the book "Risk" by J. Adams - I accessed a copy.
My opinion - to echo Guy's - read it.
Back in 1993, the year before the MHL came into effect in New Zealand - and incensed by the fact that it had been legislated - I was hunting the university library shelves for stuff on "Risk" and I came across a booklet "Risk and Rationality" - an Open University course (U201, course leader: Jack Cowie, published 1980) which I found to be very helpful.
