Well there used to be a Raleigh Motorcycle Company.

But that probably isn't it.
Apparently Sturmey Archer made a little 200cc sidevalve engine too. Which is
a different interesting thing.

Then the Raliegh Bicycle company around 1958 started making some mopeds too

"Seat like a moped" as in a long seat with a backrest with two support
tubes that go down to the rear axle area at the back? 20" wheels? If
so, it might be one of the old choppers.
