    I would guess that one count includes wheelchair racers and the other
    does not.

    I faced similar confusion with the Milwaukee Marathon until I realized
    that their total count included about 600 relay runners (relays could be
    run with 2, 3, or--most commonly--4 runners; there were 147 relay teams).

    If there can be more votes cast than the number of voters themselves,
    then why can't there be more finishers than starters?
