I haven't had that problem while cycling, but I have had it while running. The cause, in my case,
always boils down to either my socks bunching up under my feet or laces tied too tightly. When I
make certain to wear socks with good elastic and to not tie my shoes too tightly; this has
effectively eliminated the problem (cannot recall the last instance of a problem).
The bottom line is that something is restricting the flow of blood to your toes. That is usually
from something being too tight or something pressing where it shouldn't.

If you're not wearing cycling shoes, you should be. The pedals can pinch nerves or blood flow
through the soft soles of regular shoes.
If you are wearing cycling shoes, they're probably too tight.

Ok I'll try loosening my shoes and make sure my socks are not bunched. I most likely do have my
shoes to tight. I pull that strap pretty hard.

One of the things I found is that if I "arch" my feet, then tighten the straps, the shoes get snug,
but don't cut off circulation. Try that.
