I find my front mudguard (SKS, mounted at fork crown and with two stays from the fork tips) annoyingly noisy. It's carefully spaced from the wheel but seems to have enough play that it clatters anyway. I may be able to stiffen up the fork crown fixing, but it's really the stays that are the problem, I think because the plastic safety clip allows too much lateral movement.
The clip is the type that is moulded around the V-joint in the stays, and makes a socket for a further piece that's screwed to the boss.
Ideally, I'd just want a stiffer clip. This probably means replacing the stays and I do have low-rider bosses that I could use as an alternate fixing point (some googling back through this group suggests that fixing higher up avoids the need for a safety clip, but I don't really understand why this is the case).

I don't know about better ideas but my Giant Twist has similar SKS (silver coloured plastic) mudguards and the front one also wobbles about like a fat lady on a trampoline. It has a simple angled stainless steel strip which is riveted on at the top of the plastic and which attaches to the curved bit over the top of the forks (through the same attaching bolt as the headlight). The best I can suggest is to ensure it's centralised so as not to hit against anything. I suspect even a more robust attachment bracket at the top will not make much difference. The struts which run from the base of the forks out to the lower sides of the mudguard are permanently attached on my bike (no safety clips) so I suspect even doing away with safety clips wont make much difference.
