I live in Japan so it makes sense to use SHIMANO. I rarely see Campy in these parts.....
If you can save money with SHIMANO then get it..... THe preformance differences between SHIMANO or Campy will be marginal and also depend on what SHIMANO you get.... INtegra 105's DURA-ACE etc.....
Just get the best size and the lightest frame you can find and if you can get a good brand name to go with it....great!
For 1500 you should be able to get a good new bike but you can probably get a better 2nd hand one at that price....
Another option is to buy a good cheap frame and then get the parts later.... You can save money on wheels in the beginning and start saving your pocket money to upgrade here and there every couple of months on the other components........
I don't know what will be best for you, but shop around as much as possible.....
