New road bike advice.

Based on the limited descriptions of the two bike, the MAIN difference between the two bikes (besides price) is that the VIKING SAN REMO supposedly has clearance for mud guards (aka "fenders" for those of us in some other parts of the World) ...

ASK them what the brake caliper "reach" is on the Viking San Remo's frame & fork --. to have clearance for mud guards, the brake caliper reach should be 49mm-59mm (aka "long reach"😉 vs. 39mm-49mm (aka, the current "normal" reach).

• if the "reach" for the Viking San Remo is 39-49, then there probably is NOT a £40 advantage over the CLAUDE BUTLER MILANO because 'I' think that it will be difficult to realistically fit standard mud guards on a bike which has brake calipers which have a 39-49 reach (there ARE special "fenders" for "racing" bikes which do not have the proper clearance for them).
  

In the long run, having clearance for mud guards is a good thing, IMO ... perhaps, in the immediate time frame if you are planning on using the bike for commuting even if you don't plan to ride in the rain because the roads can be wet after the rain stops.

EVEN IF you never plan to put mud guards on your bike, if the Viking (or, any other bike frame which uses 700c wheels) can truly accept fenders then it means that it should be able to accommodate 700x32 tyres ... believe-it-or-not, THAT could be a very desirable option to have.
