This link (as you probably have guessed) will take you to the nsw cycling homepage. On the left there is a link to clubs where you should be able to find one in your area. Although it helps to be fairly fit you dont have to be as most clubs should have grades for riders with different abilities. Most that run track races will also have handicap races at each meet where the less experienced/ not quiet as fast riders get given a certain amount of head start on the faster riders.

Don't worry about the price of bikes in this link as your club will most likely let you borrow a bike. On this page (under the cyclocross link at the top) there is a link "What's a Wheelrace?" This should help explain handicap racing for you.
