Your question is too vague.
You have to know the age of the person.
You have to know what his friends are riding. Makes no sense to buy himn a road bike if all his friends go trail riding.
Is the person really interested in cycling?
Does the person ride strictly off road-downhill? Trail? Multi-use paths?With either bike you decide to buy, if this is his first, try to stay with an entry level bike.
I have seen where people do not ask these questions and usually buy the wrong bike.
Have you considered, getting a gift certificate from an LBS where your Bro-cousin can choose his own bike? -

I think newbie's do need hints as to what to ask for when they go into a local bike store.
I have seen way too many people buy the wrong bike because they asked the wrong questions or did not ask any questions. -
